2024 FIREWORKS TAX GRANT ANNOUNCEMENT!!!

 
Georgia Fire Departments:

This is the Georgia Firefighter Standards and Training Council announcement for the 2024 Fireworks Tax Grants. Please understand that we have a limited amount of money and while all departments are welcome to make application, those departments that demonstrate the most financial and operational need will be the primary consideration in the Grant Review Committee’s and Council’s decision-making process. There is a $25,000.00 limit with a 10% department match.

The Grant application period will open on 1/30/2024 and must be received in the GFSTC office by the close of business, 5:00 PM, on 3/1/2024.  Applications will be accepted electronically. Any applications received after that date and time will not be considered in the 2024 process. The application link is available on our website, on Facebook and will be emailed to the chiefs and training officers.

As part of the grant application, you will be required to upload three documents;
1.) Application Signature Page  
2.) Proof of cancer insurance/statement of benefits 
3.) Copy of a vendor quote, good for 90 days, for the items that you are requesting to purchase.

After the application period is closed, a date will be announced for the Grant Review Committee to meet and make their selections. We will then announce a date for the GFSTC Council Meeting for the final approval of the grant awards by the Council. 

Please ensure that you are up to date in reporting your numbers to the state Fire Marshal's Office. If you are not, you will be ineligible for an award.

Any department that is awarded a grant will need to correctly complete and submit a State of Georgia Vendor Management Form Package and the Grant Affidavit for approval prior to any requisition request. GFSTC will supply the departments with this required form.  

Once again, please have all grant applications correctly completed and submitted online no later than 5:00 PM, 3/1/2024. If you need any assistance or have questions with the application process, please contact GFSTC via the email address whitman@gfstconline.org and we will assist you.

SYNOPSIS OF PROPOSED AMENDMENTS TO THE RULES:
 
The purpose of the proposed rule amendments is to continue to ensure a fire safe environment for fire service personnel and citizens. The main features of the proposed amendments include updating and revising minimum equipment and certification requirements for fire departments; revising certification requirements and procedures for various categories of fire service personnel; revising registration methods and requirements for fire departments and fire service personnel; updating and providing procedures and requirements for State Certified fire service personnel to return to fire service after having left; extending the maintenance period for certain test results; adding defined terms and revising the definitions of existing terms used throughout the rules; and removing redundancies and unnecessary or superfluous language.
 
The differences between the existing rules and the proposed rules can be seen by viewing the proposed rule changes themselves, which are in redlined format.
 
The proposed rule changes may be viewed at this link, https://gfstconline.org/User/LoadDocuments?docs=Rules , or by emailing a request to our office at support@gfstconline.org . Citations to authority pursuant to which each rule amendment is proposed can be found at the end of each rule and at O.C.G.A. § 25-4-1 et seq.
 
Interested parties who wish to make comments on the proposed rule changes may do so at a public comment session before GFSTC. The comment session will begin at 10:00 a.m. on February 27, 2024, at the Lanier Lab at the Firefighter Training Complex on the Georgia Public Safety Training Center campus at 1000 Indian Springs Drive, Forsyth, GA 31029. The Council will consider final adoption of the proposed rule amendments immediately following the public comment session.
 
Interested parties may also submit written comments by mail to GFSTC, 1000 Indian Springs Drive, Forsyth, GA 31029 or by email to support@gfstconline.org . To be considered, written comments must be legible and received by GFSTC no later than 5 p.m. on February 26, 2024.

Instructions for uploading large numbers of training hours:

 
Training hours can be entered by using the “Professional Development Import” which is located on our website https://gfstconline.org/default under Power User. This is a useful tool for managing your department’s training hours. Here is the step by step process to import Professional Development training hours. The one problem associated with failed imports is the accuracy of the import file; if the import file was accurate the process of importing the records was 100% successful. Double check the GFSTC ID number, possible hidden formatting, date, and make sure hours are full numbers, no partials. These are the the most common reasons for import failure.

First, you will create a CSV document. This will be your training hours file. Rows run left to right and columns run top to bottom.

• Enter or download your training data into the CSV program; we use Microsoft Excel.

? The top row is not imported so it must not contain training data.
? The dates must be in this format: mm/dd/yyyy (11/5/2019 or 5/28/2019) Format the column as a date and don’t try to put a zero in before the number, the program will automatically drop it.
? The training hours must be whole numbers, no partial hours are permitted.
? The description field may not contain any commas (,) or semi-colons (;).
? Confirm there are no empty fields or leading blank spaces.
? The data should be added in the following format as a row from left to right. I have included an image of a sample spreadsheet.

? GFSTC ID
? First Name
? Last Name
? Training Type
? Training Date (format as date)
? Training Hours

• Limit your import file to no more than 1,000 records. If there is an import failure it will be easier to isolate and fix the error than if you have to sift through 10,000 records.
• Save your file. Save it to a place that is easy to find, you will need it again in a minute.

Next you will import your actual file to our website.

1. Sign into the website as a department admin (email address and password) and click on Power User, then Professional Development Import.
2. Make sure you double check everything is correct on your import file before proceeding.
3. Click the grey Choose File or Browse button.
4. Select the file you just saved and click open.
5. Once you locate the file click OK.
6. The file name will now appear beside the Choose File button.
7. To begin the import process click Import Training Records.
8. The system will now begin to process each record in the import file. Once completed a display message will show the number of records imported, records that failed (hopefully none!), date, and a batch number.

If any records fail, look through your spreadsheet and double check the GFSTC ID number, possible hidden formatting, date, and make sure hours are full numbers, no partials.

9. IMPORTANT: You must save the batch information, it is recommended you print the screen. If you need the records to be deleted GFSTC will require the batch number to be provided as all training records are managed by the batch number.

10. With the import completed it’s now time to manually spot check the results. Using your import file select a percentage of records and cross check them to the GFSTC Online System to make sure the exact training type, training hours, training date all applied to the correct GFSTC ID.

11. If you find a discrepancy, please make note of the following information and contact the GFSTC at support@gfstconline.org :

a. GFSTC ID
b. Training Date
c. Training Hours
d. Provide us with the import file

GFSTC TRAINING HOURS 2023

Chiefs and Training Officers:
Y'all need to sharpen your pencils- It's that time of year again!
 
The deadline for entry of training hours is quickly approaching!

Please, do not procrastinate and wait until the last minute to enter your department's training hours; we don't mind helping but if we receive an abundance of last minute calls it will be nearly impossible to assist everyone.
If you have any questions let our office know.


Training hours must be entered by midnight on 12/31/2023.
If a firefighter does not have the 24 required training hours by 1/1/2024, that firefighter's certification will lapse.

Under the administrative direction of the County Administrator, the Fire Chief / EMA Director is responsible for the overall direction of the Twiggs County Fire Department. Duties and responsibilities include, but are not limited to, management/supervision, developing policies and procedures, developing fiscal and capital budgets, representing the department at public functions, responding to emergencies, performing inspections, providing training, and performing additional tasks as assigned. The incumbent will also coordinate day-to-day emergency management activities with local government officials and department heads and serve as a liaison between Twiggs County and agencies such as GEMA and FEMA. Flexibility to work non-traditional working hours may be required. 


Work is performed standing, stooping, sitting, bending, walking, crouching, lifting and often moving objects weighing more than 50 pounds. The incumbent may be required to work in environments of inclement weather, dirt, noise, grease, and machinery with moving parts. This position is designated as an emergency position that may require attendance at work under all types of emergency conditions. This position requires regular attendance and availability on a 24/7 basis, including holidays. Must be capable. of multitasking while under heavy stress. 

A degree in public administration, fire science, business administration or a closely related field with five years of experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job is desired. A minimum of five (5) years' extensive experience in firefighting work of a progressively responsible nature, at least 5 years at a Chief Officer level or equivalent, NFPA 1021 NPQ Fire Officer 4 or equivalent, Georgia EMT or higher certification and accredited classes on Incident Command Systems is desired. Possession of a valid Georgia Driver's License Class F is required. 


If not currently certified, the incumbent must obtain and maintain a Firefighter Certification as specified by Georgia Firefighter Standards and Training as well as NIMS 100, 200,300,400,700,800. The incumbent must also meet the minimum state qualifications to serve as the Emergency Management Director 


NATURE AND SCOPE 

The incumbent is responsible for the management and administration of the Fire Department and the County's Emergency Management Agency. The position serves as a Department Head and reports directly to the County Administrator. The incumbent will indirectly coordinate with local governing authorities, elected officials, local, state, and federal agencies. 

Twiggs County Fire Department is an ISO Class 6 organization providing fire prevention, fire suppression and emergency first response. Serving a population of 8,000+, the department is staffed by a combination of volunteer and paid personnel. The department operates 5-strategically placed stations within the County.

Work involves combating, extinguishing, and preventing fires; responding to emergency medical calls, rescue operations, and a variety of non-emergency calls to protect lives and property. Work also involves custodial maintenance of fire station equipment, firefighting apparatus, rescue vehicles, and quarters.

Qualifications

Possession of, or ability to obtain, National Professional Qualifications (NPQ) Firefighter I & II Certification, National Professional Qualifications (NPQ) Hazmat Awareness & Operations and National Registry Emergency Medical Responder Certification during a 12 week recruit school. Must meet the requirements for State Certification through the Georgia Firefighter Standards and Training Council within 12 months of hire date. High school diploma or GED issued by an accredited institution. Possession of, or ability to readily obtain, a valid driver’s license for the type of vehicle or equipment operated. Ability to meet the current minimum requirements for firefighters operating in the State of Georgia as set forth by the National Fire Protection Association and the Georgia Firefighter Standards and Training Council Rules and Regulations.

Please welcome James Atkins to the GFSTC team! James resides in Dodge County, Ga with his wife, Rebecca, of 26 years. They have 4 daughters and 1 son. He has have 31 years of experience in the fire service and 26 years of experience in law enforcement. He is currently the volunteer Fire Chief for the city of Chauncey, Ga where he has served his community for the past 19 years. When not working, he enjoys hunting, fishing, camping, and spending time with family and friends. He says that he is looking forward to bringing his knowledge and expertise in public safety to the Georgia Firefighter Standards and Training Council.

The Grant Application period will begin on March 14, 2023 and any application must be received in the GFSTC office by the close of business, 5:00 PM, on April 3, 2023.  Applications will be accepted electronically. Any applications received after that date and time will not be considered in the 2023 process. Please understand that we have a limited amount of monies and while all departments are welcome to make application, those departments that demonstrate the most financial and operational need will be the primary consideration in the Grant Review Committee’s and Council’s decision-making process. 

Successful applicants shall demonstrate the need for (1) maintaining GFSTC Certificate of Compliance, or (2) maintaining or improving the communities Insurance Services Organization’s (ISO) ratings. 

Departments that did not receive an award in 2022 will be given priority.

There is a $25,000.00 limit with a 10% department match. (e.g. department has an accepted quote for $25,000.00. GFSTC will pay $22,500.00 and department will pay $2,500.00)

We will announce a date for the GFSTC Council Meeting for the final approval of the grant awards by the Council. Any department that is awarded a grant will have to correctly complete and submit a State of Georgia Vendor Management Form for approval prior to any requisition request. Awards recipients shall be responsible for expenditures of the grant and shall provide a completed and signed affidavit. GFSTC will supply the departments with these required forms.

Purpose of Job
Under general direction of the Deputy Fire Chief, manage and oversee the daily operations in the assigned
divisions of the Fire Department for Training and Special Operations. Provides direction and planning for the
operations, growth, and development of assigned divisions. Supervises assigned Fire Department staff. This
position is responsible for the management and delivery of emergency response training, special operations, and
EMS programs for members of the department, other outside agencies, and members of the community. This
position participates in the formulation, determination, and implementation of resources for the assigned areas.

? Minimum of ten years of progressively responsible service as a Firefighter/Advanced EMT in a fully
paid fire department with a minimum of 3 to 5 years of middle / senior level supervisory experience in a
Fire Department of equivalent size.
? Basic Life Support Instructor Certification.

by the department.

Course Description

The Georgia Firefighter Standards and Training Evaluator course is designed to develop state wide evaluators to assist in the skills assessment for certification testing for fire service personnel. Topics in this course include administrative processes, skills evaluation techniques, observation vs. judgement, and terminology. At the conclusion of this course, the student will be required to shadow skills events under the watch care of a GFSTC designee for final check-off.

Prerequisites

Students must have 5 continuous years in the Fire Service. Students must also hold the certification level being evaluated for at least one (1) year.

Who Should Attend

This course should be attended by NPQ Certified Fire Service Personnel.

Special Notes

The student will be required to submit the Georgia Firefighter Standards and Training Council Evaluator Pre-Requisite Form signed by the Fire Department Agency designee prior to attendance. This will include the letter of Recommendation from the Department's Fire Chief or Training Officer.

Throughout his career, he has served in numerous roles, which has given him a well-rounded skill set. Chris has served 8 years in the training division and has been an integral part of certifying many new firefighters, as well as maintaining state certifications for existing members of the fire service. When not at work, Chris enjoys spending time with his wife and son fishing, farming, and visiting the beach. Coming Active Shooter & Active Attack Training

Working with the Region 5 Regional Trauma Advisory Committee (RTAC), the Georgia Public Safety Training Center is hosting the following courses.  These courses are designed to better prepare public safety personnel to respond to Active Shooter /Active Attack situations.  There are 5 different courses being offered, some of which will have multiple deliveries.  Below are the courses and the details for each.  Further can be found in the attached flyers.  

 

HIGH-RISK UNIFIED COMMANDER (HRUC) – 8-HOUR INTERACTIVE WORKSHOPS – FOUR OPPORTUNITIES

Multidisciplinary workshops designed to improve integration between law enforcement, fire, and EMS responders during active shooter and intentional mass casualty events. The HRUC program was developed to provide contemporary and realistic strategies, tactics, and related information that front-line supervisors and training officers can use to simultaneously "stop the killing, dying, and crying."

 

Intended Audience: Law enforcement, fire, and EMS command staff, supervisors, training officers - trauma system partners are also welcome

History teaches that the first Thanksgiving was celebrated in Virginia by English settlers in 1619. The purpose was to thank Almighty God for His direction and protection in landing in what would become America – and for the Native Americans who shared food with them to get them through the winter months. Just as the people who were native to this country shared food to help their new neighbors, we at GFSTC are thankful for the firefighters who share their time and their talents to help out Georgia's communities in need - everyday. It is our honor to serve you.

Chatham Emergency Services is accepting applications for its lateral hire program for the position of Apparatus Operator / Paramedic.  See attached job description for full requirements of the position. EMPLOYEE SPOTLIGHT
I would like to introduce you to our newest team member, Ramel Spruill! Ramel is originally from New York City, but says his heart and soul are from the South, perhaps because his grandparents are from one of the most beautiful Southern cities- the city of Savannah! He is the youngest of six children and was the was the first to move out of his parents’ home and out on his own. He had many learning curves to overcome; the first was preparing for his EMT Basic exam in NYC. He did not know anyone who was an EMT or firefighter, so he did not have a mentor to guide him and he had to walk that journey alone. In doing so, he found a brotherhood like no other. He was no longer alone but now was with many. The fire department has given him and countless others a purpose. He has a beautiful daughter called Livi. In his spare time he enjoys hiking, riding bikes, outdoors, and spending time with his daughter. Ramel has been a public servant since 2002, having worked for Dekalb Fire, Morrow Fire, and Riverdale Fire Service and now GFSTC.

The Georgia Fire Academy is hosting the course Fire Department Executive, August 29th
through September 13th, 2022.

Course Description: The Fire Department Executive course is designed to develop the
knowledge and skills necessary for chief fire officers to perform executive functions of the fire
department. Additional topics in this course include dealing with human resources, professional
development, government & community relations, strategic planning, purchasing, training, risk
management, and emergency scene operations. At the conclusion of this course, the student will
be tested by Georgia Firefighter’s Standards and Training Council for certification at the level of
Fire Officer IV.
Target Audience: Chief Officers aspiring to an Executive Level Chief Fire Officer position or
responsibility within a Fire Organization.
Prerequisites: Students must have successfully complete the Fire Administrative Officer course
offered by GPSTC or possess NPQ Pro Board Fire Officer III certification.
Special Note:
Students must provide:
The student will be required to complete a strategic planning project that will coincide with the
GFSTC Fire Officer IV task book. Students must have a working knowledge Microsoft Word
platforms and data collection.
Students will need to provide a personal Laptop with Microsoft Word or compatible software
and thumb drive for this course.

Marietta Fire Department and Columbia Southern University are pleased to announce that Pride and Ownership Chiefs Lasky and Salka will be bringing their Company Officer Academy to Marietta. The class will be held in Marietta on Nov 2nd, 3rd, and 4th at 310 Kennestone Hospital Blvd in the auditorium from 9am – 5pm. All 3 days are required attendance for any student you send. This class is limited to 100 students. 2.1 continuing ed units will be issued for full attendance of this class.

GFA Course Announcement: Hazardous Materials Technician

The Georgia Fire Academy is conducting  a Hazardous Material Technician course starting on June 6, 2022.  We currently have low enrollment and do not want to have to cancel this offering.  

During this 10-day delivery, students will be trained to the minimum training requirements necessary to respond to incidents involving hazardous materials/WMD. Responders to these incidents are expected to perform technically advanced operations to mitigate the emergency. This course is designed to address these requirements and prepare the emergency responder to respond in a safe manner to protect themselves and their community. Topics covered include: identifying hazardous materials/WMD materials and their characteristics and toxic effects if released, PPE selection and use, tactics to confine and contain, as well as decontamination of responders and civilians. 

This offering will be held at the G.P.S.T.C. main campus in Forsyth with the first week conducted June 6th – June 10 th ,  and the second June 13 th – 17th at the Georgia Public Safety Training Center.

The Georgia Firefighters Burn Foundation (GFBF) is excited to announce the return of our annual Children’s Burn Camp Event, scheduled for June 5 - June 10, 2022. (first ‘in-person” Post-COVID)

The camp program offers burn-­injured children and siblings the opportunity to bond and reconnect with friends, both old and new, while enjoying an invigorating splash in a swimming pool, fishing, field games,  or singing goofy songs while roasting marshmallows around a campfire, and so many more activities focused on “fun with a purpose”. Campers also have opportunities to connect via support group sessions with peers who bear the scars of similar experiences (both seen and unseen); enabling them to learn approaches to process feelings through story sharing and in addition to developing coping strategies for dealing with the challenges & obstacles to recovery. As a burn survivor since childhood myself, I can personally speak to the overwhelming difficulties associated with isolation & loneliness.

The average cost to provide this life-changing experience is an estimated $550 per camper, but there is never any costs incurred by families as a result of the generous support of individual donors and charitable giving from local businesses. And I am reaching out to respected companies and potential contributors, to consider becoming a corporate sponsor to help achieve the GFBF mission by providing the vital financial resources needed to help ensure every eligible child can be served this summer.

GFA Course Announcement - Life Safety Code

The Georgia Fire Academy is hosting the course Life Safety Code June 7th through June 9th, 2022  at the Georgia Public Safety Training Center – Columbus Campus, 3001 Macon Road; Columbus, GA 31906..

This course will provide the student with an introduction and overview of the Life Safety Code and how it applies to fire inspections and code enforcement activities.  Students will review the specific requirements of each section of the code, determine building and fire protection requirements, egress requirements, and apply the code to practical activities based on occupancy and hazard classification.

This course is designed for public safety personnel who will have the primary responsibility of conducting Fire and Life Safety Code Inspections and Fire Service Plans Review.

Georgia Fire Academy Course Announcement - Best Practices in Community Risk Reduction

The Georgia Fire Academy is hosting the following course: Best Practices in Community Risk Reduction on May 31 – June 1, 2022.

This two-day course demonstrates to students nationally recognized principles that, when used appropriately, can lead to community risk-reduction programs that can measure success in local communities. This course will give students the opportunity to explore programs from communities across the United States that have been showcased at Vision 20/20 symposiums. This program demonstrates what nationally recognized organizations identify as examples of “best practices” in community risk reduction.

Target Audience:
  • Fire and emergency services personnel who help develop and deliver fire prevention and community risk-reduction programs.
  • Fire and emergency services staff with an interest in advancing risk-reduction efforts in their community.
  • Allied health and community service personnel who help develop and deliver risk-reduction programs.
There is a pre-course assignment due one week before class that should take about one hour to complete. Students will receive the assignment two-weeks before class.

RANDY TOMS NAMED AS GFSTC EXECUTIVE DIRECTOR

We welcome Randy Toms as the new GFSTC Executive Director!

Randy Toms served on the Warner Robins Fire Department for 27 years before his retirement in 2012. Randy served as Mayor of Warner Robins in the years 2014-2021. Randy is married to Jane, his wife of 40 years. They have 2 children and 6 grandchildren. Randy also served as Chaplain to the GAFC from 2003 to 2016. He is excited to be back home in the Georgia Fire Service as the Executive Director of the Georgia Firefighter Standards and Training Council.

Georgia Fire Departments:

This is the Georgia Firefighter Standards and Training Council announcement and policy for the 2022 Fireworks Tax Grants. Please understand that we have a limited amount of monies and while all departments are welcome to make application, those departments that demonstrate the most financial and operational need will be the primary consideration in the Grant Review Committee’s and Council’s decision-making process. There is a $25,000.00 limit with a 10% department match.

The Grant Application period will begin on January 27, 2022 and must be received in the GFSTC office by the close of business, 5:00 PM, on February 23, 2022. Applications will be accepted electronically. Any applications received after that date and time will not be considered in the 2022 process. The application link is available on our website, on Facebook and has been emailed to the chiefs and training officers.

The Georgia Fire Academy is hosting the course Life Safety Code February 22nd through February 24th, 2022.  This 3 day course is being held at the at the Georgia Public Safety Training Center – Tifton Campus, Abraham Baldwin Agricultural College (ABAC) 49; 2802 Moore Highway; Tifton, GA 31793-2601

 

This 24-hour course will provide the student with an introduction and overview of the Life Safety Code and how it applies to fire inspections and code enforcement activities.  Students will review the specific requirements of each section of the code, determine building and fire protection requirements, egress requirements, and apply the code to practical activities based on occupancy and hazard classification.

 

This course is designed for public safety personnel who will have the primary responsibility of conducting Fire and Life Safety Code Inspections and Fire Service Plans Review.

The Georgia Fire Academy is hosting the following course: Residential Sprinkler Plan Review, February 22-23, 2022.  This course looks at the following as the primary guidance for the approval of residential sprinkler systems:
  • National Fire Protection Association 13, Standard for the Installation of Sprinkler Systems.
  • NFPA 13D, Standard for the Installation of Sprinkler Systems in One- and Two-Family Dwellings and Manufactured Homes.
  • NFPA 13R, Standard for the Installation of Sprinkler Systems in Low-Rise Residential Occupancies.
  • International Residential Code Standard P2904.
  • Manufacturer's Data Sheets.
  • The ability to read and interpret the design is an essential element of preventive fire safety.
This course is appropriate for building and fire code officials whose responsibility it is to review and approve residential sprinkler plans. Such officials include fire inspectors, fire marshals, and building code inspectors with at least one year of experience on the job.  Attendees should have an understanding of the history of water-based fire protection systems and methods used to verify hydraulic calculation.

The Georgia Fire Academy is hosting the following course: EMS Functions in ICS on March 15-16, 2022.  In this two-day course, students will practice use of the Incident Command System (ICS) in coordination with other public safety responders.

This course will present scenarios requiring responders to structure their emergency medical services (EMS) resources within the guidance of National Incident Management System ICS, as appropriate to the needs of the different incident types.

The target audience for this course is emergency response personnel with responsibilities to implement the initial EMS functions of an ICS at medium- or large-sized incidents.

STATE CERTIFICATION AND PRO BOARD CERTIFICATION RETEST POLICY 

Effective date 02-01-2022

Georgia Firefighter Standards and Training allows candidates to attempt a certification test up to three (3) times in a 90 day period before having to go through the complete course again. The first attempt is at the initial test location, the first re-test attempt is at the closest regional test center unless approved by GFSTC staff to be at another location, and the 2nd re-test or final attempt must be scheduled at the office of GFSTC in Forsyth. The candidate must wait a minimum of 10 days between each testing opportunity. The Council allows the Executive Director latitude to consider requests for shorter time periods between tests, more especially for basic firefighter certifications, but other certifications may be considered also. This shall be on a case by case basis. A student mastery can be obtained after the second attempt for each level of certification that they were not successful. Complete the mastery request form and email it to GFSTC with the date, candidates name, GFSTC ID number and location of the test. A student mastery is a report on an individual candidate that shows the areas of strengths and weaknesses during a particular written test event. If the candidate does not gain a successful score on the third attempt, he/she must retake the entire course for the exam being attempted. With the exception of the following. 

GEORGIA FIRE ACADEMY SPONSERED END OF COURSE 

Georgia Firefighter Standards and Training allows candidates to retake these specified tests up to three (3) times in a 30 day period in accordance with the policy set forth through the Georgia Fire Academy. The candidate must wait until the GFA instructor can schedule an opportunity to test. Proof of remedial training must be supplied.

HELP WANTED:  Henry County Lieutenants' Assessment Process

Good afternoon everyone,

I hope all is well with each of you! I wanted to reach out for help with evaluators. I received some of your names from a previous list of contacts that we have either used, helps to distribute for evaluators from within your department, expressed interest, or can help with requests for evaluators. 

With that being said, Henry County is conducting a lieutenant's promotion process on the 27th and 28th of January 2022.   I need 12 evaluators for each day. I would prefer to have the same evaluators both days to keep consistency. All evaluators should hold the rank of Lieutenant or higher to meet the needs of the process.

Unfortunately, at this time, I will not be about to compensate the evaluator for their time. However, I will be providing them with refreshments, snacks, and lunch for each day.

Effective January 1, 2022 Hazmat Awareness Certification will be required for State Certified Volunteer and State Certified Basic Firefighter. 
Volunteer Support and Suppression will be required to be trained to the level of Hazmat Awareness but not tested.

      STEVE WIRTH RETIRING

      Steve Wirth, former Vice Charmain of the GFSTC, is retiring from the fire service.

      He currently holds the positions of Fire Chief and EMA Director for Heard county.

      Friday, July 2nd will be his last day in office and there will be a change of command ceremony on July 16th at 2:00 PM; Deputy Chief Short will be sworn in as the new Fire Chief / EMA Director at that time.

      We thank him for his service and wish him all the best in his retirement!

       



      GFSTC EXECUTIVE DIRECTOR HENDERSON RETIRES

      Chief Gordon Henderson was appointed to the Georgia Firefighter Standards and Training Council by Governor Sonny Perdue in 2010. His tenure on the Council included a term as Chairman. He was named Executive Director at GFSTC on November 19, 2014.

      Henderson’s fire service career began in Rome, Georgia in 1975, where he served for 39 years, before retiring in November of 2014. During his career with the Rome Fire Department, he served as a Firefighter, Engineer, Company Officer, Training Officer, Chief Officer and ultimately Fire Chief.

      He is a member of the Georgia State Firefighters' Association and served as President from 2000-2002. In addition, he is a member of the Georgia Association of Fire Chiefs where he served as a District Vice President for several years, as well as the International Association of Fire Chiefs, and the National Fire Protection Association.

      Since 1994, Henderson has served as a Principal Member of the National Fire Protection Associations Technical Committee for Fire Fighter Professional Qualifications, which oversees the development of NFPA Standards 1001, 1002, 1003, and 1005. He has been the Secretary for this committee since July 2004.

      Henderson is a State Certified Firefighter and holds a BS in Human Resources from Columbia Southern University. He has attended numerous training classes concerning the fire service and management throughout his career. He ended his tenure as Executive Director of the Georgia Firefighter Standards and Training Council on June 15, 2021.

      Gordon asked me to tell each of you that his 47 years in the Fire Service has meant a great deal to him. He will be spending time with his family, and I am sure they will be keeping him busy!

      We have been notified that one of the attendees at the GFSTC meeting held in Forsyth on 5/11/2021 has tested positive for COVID-19. As such, those who attended this meeting may have been exposed to this virus. 

      According to the Centers for Disease Control and Prevention (CDC), the virus is thought to spread mainly between people who are in close contact with one another (within about 6 feet) through respiratory droplets produced by an infected person.

      This two-day course is designed to help fire and emergency services learn what community risk reduction is and how to build organizational support for it. This course will address the challenges that fire departments face in shifting their priorities from response to prevention. In many departments, community risk reduction is still considered a low priority. This course will show you how community risk reduction can help you and your department become more of a community player in times of decreased budgets.






      FIVE YEAR POLICY FOR RETURNING FIREFIGHTERS

      The Council has enacted a new policy for firefighter who return to the Georgia Fire
      Service within less than five years of the date they left the Georgia Fire Service. We
      have been getting questions about when this Council action will take effect. The
      following will be the GFSTC policy to handle someone returning in less than five years:

      1. The effective date would be March 1, 2021.

      2. The returning firefighter would complete a FF1 task book signed by the Fire Chief.
      This would both serve as the chief's letter and allow the firefighter to complete the 24
      hours of training. We would also use this same process, in some cases, for a lapsed
      certification. 

      3. A paid firefighter would have 90 days and a volunteer would have 180 days to
      complete the process from their new hire or appointment date.

      Georgia Fire Departments:

      This is the Georgia Firefighter Standards and Training Council announcement and policy for the 2021 Fireworks Tax Grants. Please understand that we have a limited amount of monies and while all departments are welcome to make application, those departments that demonstrate the most financial and operational need will be the primary consideration in the Grant Review Committee’s and Council’s decision-making process. There is a $25,000.00 limit with a 10% department match.

      The Grant Application period will begin on January 25, 2021 and must be received in the GFSTC office by the close of business, 5:00 PM, on February 15, 2021. Applications will be accepted electronically. Any applications received after that date and time will not be considered in the 2021 process. The application link is available on our website, on Facebook, and has been emailed to the chiefs and training officers. 

      A date will be announced for the Grant Review Committee to meet. We will announce a date for the GFSTC Council Meeting for the final approval of the grant awards by the Council. Any department that is awarded a grant will have to complete a State of Georgia Vendor Management Form before we can process the requisition for funding. This form will need to be correctly completed and submitted for approval prior to any requisition request. GFSTC will supply the departments with the form and assistance in completing it if necessary. 

      As part of the grant application, you will be required to upload three documents; an Application Signature Page, proof of cancer insurance/statement of benefits, and a copy of a vendor quote good for 6 months for the items that you are requesting to purchase.

      Once again, please have all grant applications correctly completed and submitted online no later than 5:00 PM, February 15, 2021.       Christmas 2020 will be like none we have ever experienced. COVID has impacted family gatherings, work and social gatherings, and caused separation at times from those we know and love.       Passing of Don Fryer

      It is with great regret that we pass on the notification of the passing of Don Fryer on November 3, 2020. His family will hold a private service in Milledgeville on Saturday. Don will be missed by his family and many friends in the fire service. As for me, I will miss his phone calls, advice, and support.

      The Georgia Fire Academy is hosting the first offering of the course Initial Fire Investigations: Origin and Cause Determination for Company Officers, November 9th through November 12th, 2020.

       

      This new GFA course will provide suppression personnel and entry-level fire investigators initial training and education on the fire service responder's responsibility to begin the process of fire investigations.

       

      The target audience for this course is the fire suppression company officer, fire service personnel who desire to obtain further training in the determination of the fire origin and cause, and fire service personnel who are preparing for a career focus in fire investigations.

      Things don't feel quite right here at GFSTC today and I've got a touch of the blues. Alan Smith has left GFSTC and he worked his first day on the job as the Chief of Meriwether County Fire and Rescue.
      Most of you know Alan from his position here as Compliance Manager; while all of us are excited for Alan in his new position, we hate to see him leave and will miss him. As a part of the GFSTC team Alan served the departments and firefighters of his region by helping them maintain compliance and certifications so they could better serve the citizens of Georgia. Please help us in congratulating Alan as he moves into the next phase of his service to the citizens of our state.       NEW COVID TESTING REQUIREMENTS

      Georgia Firefighter Standards and Training Council COVID Testing Requirements


      The following requirements must be met for all testing sites.

      **Monitors will need to schedule a time to pick up tests and receive tests outside of the building to limit exposure; a remote location would be best.

      Monitor/Proctor must wear eye protection or prescription glasses and a protective mask.
       
      A fan to bring fresh air into the room via positive or negative pressure.
       
      Masks will be provided by host department.
       
      Students are strongly advised to wear a protective masks.
       
      NO Walk-ons allowed!
       
      No cell phones allowed in testing area by students.
       
      Hand Sanitizer stationed at doorway must use to enter and to exit and the Monitor/Proctor must
      be provided hand sanitizer for his work space.
       
      Restroom must be stocked with soap, paper towels and disinfectant spray.
       
      Temperature must be taken prior to start of test.
       
      If anyone has a Temperature greater than 100 degrees F, they must leave the testing event immediately.

      Ask the following questions:
       
      Do you have a sore throat?
                 
      Is person presenting active coughing?
                             
      New significant and unexplained fatigue or muscle aches?
                                         
      New loss of taste or smell?
                                         
      Any known recent exposure/contact to Covid-19 patient/person?
                                         
      Chills?  Repeated Shaking?  Headache?
                                         
      Covid-toes (burning or numbness at the tip of toes)?
       
      If yes to any of the above questions send the person to contact their Training Officer for further directions. Separate them from the class.

      The Georgia Firefighter Standards and Training Council held a Special Called Meeting on April 3, 2020 to discuss the 24 hours of require professional development training for the calendar year 2020. During the meeting the following was voted on and decided by the council:
       
      1. Waive all GFSTC required training hours for 2020.
        1. Training should take place if safely possible and be reported but no adverse action will taken if that does not happen.
        2. The suspension of training hours by GFSTC does not relieve any fire department or firefighter from completing the requirements imposed by the Georgia Firefighter’s Pension Fund or the Insurance Services Organization (ISO).
       
      1. Suspend in-person onsite reviews and any other in-person activities until further notice.
        1. GFSTC will use electronic media to perform functions when feasible.
       
      1. Suspend in-person Council meetings until further notice.
        1. The Council will meet electronically when necessary.

      Good morning everyone! Unfortunately, due to the concerns surrounding COVID-19, we have had to close our office in Forsyth. I want to make sure that you know while we are not physically in the office we will remain available via email and cell phones and that we will be happy to assist you in any way possible.

      Due to the concerns with COVID-19 and in order to comply with directives issued by Governor Kemp,

      GFSTC will suspend testing until March 31, 2020
       

      We 
      will reevaluate the situation at that time.
       
      We have been working in conjunction with GPSTC and GFA and will be testing any classes that they schedule. GFSTC will allow for time extensions on testing if needed.

      If the person you would like to designate as a Power User is *not* on your FD Update form you will need to submit a new one. This form must be filled out completely and signed by whomever the Fire Chief/Agency Director reports to, i.e. City Manager, County Commissioner, etc..

      MINIMUM QUALIFICATIONS:
      At least 18 years of age
      High School diploma or equivalent
      Must be NPQ 1 certified firefighter and Georgia certified firefighter within 1 year of employment
      Possess a VALID Georgia drivers license
      NO felony convictions in the last 10 years
      Must be able to perform ALL functions of responsibility. Must meet the County's physical qualifications; pass background check, medical exams, and drug screen

      OK, everybody…..

      Pick up your phone, sit down at your computer or do whatever it is that you do to get on the internet. Go to the GFSTC website- management.gfstconline.org and sign in and verify that your email address is correct. You will not be able to reserve or confirm a seat for a test without a valid email address; this is especially important now that all test reservations are being made online. You will be unable to receive communications from GFSTC if your email address is absent or incorrect. Chiefs and training officers must have a valid email address as well as they will need to be alerted that there is a reservation that will need to be approved before that reservation is confirmed. Just a little quick housekeeping that will help everyone in the long run! And- if you want to add a good phone number while you are there, you get bonus points!

      GFSTC 2020 Fireworks Tax Grant Application 

       
      Georgia Fire Departments:

      This is the Georgia Firefighter Standards and Training Council announcement and policy for the 2020 Fireworks Tax Grants. Please understand that we have a limited amount of monies and while all departments are welcome to make application, those departments that demonstrate the most financial and operational need will be the primary consideration in the Grant Review Committee’s and Council’s decision-making process.

      The Grant Application period will begin on January 15, 2020 and must be received in the GFSTC office by the close of business, 5:00 PM, on February 17, 2020. Applications will be accepted electronically. Any applications received after that date and time will not be considered in the 2020 process. A date will be announced for the Grant Review Committee to meet. We will announce a date for the GFSTC Council Meeting for the final approval of the grant awards by the Council. Any department that is awarded a grant will have to complete a State of Georgia Vendor Management Form before we can process the requisition for funding. This form will need to be correctly completed and submitted for approval prior to any requisition request. GFSTC will supply the selected departments with the form and assistance in completing it if necessary. 

      As part of the grant application you will be required to upload three documents; an Application Signature Page, proof of cancer insurance/statement of benefits, and a copy of a vendor quote good for 6 months for the items that you are requesting to purchase. 

      Once again, please have all grant applications correctly completed and submitted online no later than 5:00 PM, February 17, 2020. If you need any assistance or have questions with the application process, please contact the GFSTC office at 478-993-4521 and someone will assist you.

      Responsibilities include assistance with planning and directing various activities including administration, budget preparation, fire suppression, training, emergency medical services and may also serve as Acting Fire Chief when assigned.

      EDUCATION & EXPERIENCE

      The ideal candidate for this leadership position must have or obtain the qualifications…

      • Bachelor’s degree from an accredited college or university in Fire Science, Public Administration or related field.
      • Minimum of ten (10) years of fire service experience in an operational capacity of a career department (Metro-sized department preferred).
      • Minimum of four (4) years supervisory experience in the fire service at a rank of Battalion Chief of higher
      • OR, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

      LICENSES & CERTIFICATIONS

      • State of Georgia Firefighter certification, or NPQ-II or IFSAC Equivalent or obtain within 1 year
      • NFA Executive Fire Officer and/or Chief Fire Officer Designation through CPSE highly desired
      • Previous EMT or Paramedic experience or certification preferred
      • Valid driver’s license and a satisfactory motor vehicle record (MVR)
      • Previous experience in Special Operations i.e. HAZMAT, Dive-Rescue etc. highly desired
      • NPQ Fire Officer III Certification or equivalent or obtain within 2 years
      • ICS-100, 200, 300, 400 & FEMA IS 700, 800

      Hello to all,  
      It is coming up on that time of year where we are preparing for our 10th annual Certified Firefighter Class.  Class will take place at Lavonia Fire Department on Tuesday and Thursday nights, and every other Saturday beginning on Tuesday January 7th at 6PM.   Each student will be given a class schedule and additional paperwork on the first night of class.  Please make sure your students understand the meaning PROMPTNESS and RESPECT, if they do not , they will be asked to leave and not return.  Class starts at 6PM unless other arrangements have been made by that student with Chief O'barr or myself.  Every class is MANDATORY unless Family or Work prohibit.  We do not except excuses so please make sure your students understand this before signing them up.  Please send your students with the following to class:

      -Essentials 6th Edition
      -Their GFSTC ID number.  If they do not have one, please proceed with registering them with Ga. Firefighter Standards and Training Now.  You can send these to me when you respond letting me know who will be attending.
      -Compliant Head to Toe PPE,  Which means all PPE must be in 10 year date range.  
      -Please make sure all bunker properly fits your students. 
      -SCBA with functioning integrated PASS device.  SCBA Cylinder within current hydro date.
      -Please do not send anyone to class with anything less than what is required.  

      This class will begin as a Volunteer Suppression Firefighter Class,  FF1 will be an option if there are enough students in the class that want to obtain this certification, which will include HAZ-MAT Operations and NPQ 1 written testing & NPQ 1 Practical testing.

      We are sad to report that our fax machine is DOWN again! Please email, snail mail or hand deliver any documents. If you need to send us a Fireworks Tax Grant Application, it must either be by email or hand delivery in order to meet Friday's deadline. Also, if you are submitting a grant application, make sure you have the one page statement of benefits from your insurance company that has your department name with current dates of coverage listed and the quote for your requested items




      2019A GFSTC Fireworks Tax Grant Application Period Re-opened

      We are re-opening the Fireworks Tax grant application period from March 5, 2019 through March 29, 2019. The announcement letter and application are attached below and we have also sent out an email to all department chiefs and training officers. Please see the attached document for all guidelines surrounding the application process. We are working with a small window of time so do not delay in submitting your applications. Incomplete applications will not be considered; please read and follow all guidelines carefully.

      For clarification: 

      1. The maximum award per department is $25,000.00.
      2. If you received a grant this year, please do not apply for another. 
      3. If you applied for this year's grant and were not selected you may submit the new application for consideration. 
      4. Funding priorities include those things necessary to improve ISO ratings and achieve or maintain a certificate of compliance for a FD
      5. There will be a 10% match required from each department.
      6. If you submit your application via email, please include "Fireworks Tax Grant 2019A" and your department name in the email subject line.

      New Website Feature! Add existing firefighters and change status

      Good morning, everyone!

      We have a new feature that has been added to the website; departments can now add and change the status of existing firefighters that are already in the system and have a GFSTC ID #. 

      To add an already existing firefighter to your roster:
      1. Sign in to your departmental account.
      2. On the top right, click Power User. You will select "Add Firefighter to Roster".
      3. You can search by name, GFSTC ID# or last 4 of the Social Security Number. 
      4. When you find the correct firefighter, click the red "Assign to Roster" button.
      5. Are you sure you want to assign to roster?
      6. It will show the ID number; you will need to enter the start date and status and click "Add to Roster".
      7. A confirmation will pop up, click OK.
      8. They will now be added to your roster- you may need to refresh your roster page in order for them to show up.
      To change a firefighter's status:
      1. Follow the above instructions to add them to the roster with their new status. (example: if they are changing from Volunteer Suppression to Career, you would select Career.)
      2. After you do that select the firefighter from your roster and click on the yellow “View” button to the right of their information.
      3. This will take you to the firefighter’s information page; click on their “Department” tab.
      4. Scroll down to “Department History” and under “Actions” click on the yellow “Edit” button.
      5. Click “Edit” beside the previous status you wish to remove.
      6. Enter the end date and click “Update”.
